System Components/Functionality
MAPPER based ISAWS Application modules:
Application Registration (AR)
This is the area of the system where reception logs are entered, appointments are scheduled, persons are file cleared, PIN numbers are obtained, individual information is updated (e.g. date of birth, etc.) and applications are registered.
Application Screening (AS)
This area is used to screen persons for Expedited Services, Immediate Need, Homeless Assistance, and Emergency Medical Services. Case numbers, Caseload assignment, Application type, IEVES requests, and application comments are also recorded here.
Application Entry (AE)
AE is the area of the system that captures the information needed to make the eligibility determination. This includes, but is not limited to: income, resource, and non-financial information of the individuals in the home.
Case Utilities (CU)
CU contains numerous functions. RISP payments, Homeless Assistance requests, Fair Hearings, Special need requests (in the form of supplements), ICTs, Case comments, and many other specialized functions are processed here.
Scratchpad/Retro Processing (SP)
This area of the system has several functions. It has an option to re-compute the previous benefits when the original amount was incorrect, to process the Retro Medi-Cal requests, and an option that may be used to see how potential changes would affect a case without actually making those changes to the "live" case.
Eligibility Determination and Benefit Computation (ED/BC)
This is an internal process not visible to the user. The information entered into the system is collected, processed, and eligibility to all programs applied for is determined. The result is displayed to the user at the end of the process.
Authorization and Wrap-up (WU)
This is a series of screens that display the eligibility results after the ED/BC process and allows the workers/Supervisors to authorize the benefits. These screens may also be accessed in inquiry mode.
Statement of Facts (SOF)
Generates the SOF declaration based on client information entered into the system.
Benefit Issuance (BI)
Benefit Issuance ensures that benefits are issued (either through EBT processes or Warrants) once authorized. It interfaces with mechanisms for Cash, Food Stamp and Medi-Cal Electronic Benefit Card (EBT) Issuance, as well as Benefit Issuance Reporting.
Benefit Reconciliation (BR)
BR is where the dollar or Food Stamp amount of benefits authorized by ISAWS is compared to the dollar/Food Stamp amounts issued. It also records that issuances have been redeemed.
Interfaces
This subsystem handles the interface activities between ISAWS and other data systems, e.g. SCI, MEDS, IEVES, SFIS, WDTIP, CCSAS and EBT.
Recovery Management/Fraud Referral (BV)
This provides the mechanism for recording, tracking and managing overpayments, underpayments, Billing, over issuances and under issuances.
Periodic Reporting (PR)
PR prints, tracks (logs), and manages the periodic reporting process. Monthly or quarterly reports, as appropriate, are generated for CalWORKs, Food Stamps, Medi-Cal, and CMSP.
Management Reporting (MR)
The Management Reporting Menu is used to reset caseload and pending application counts and for reprinting reports. MR produces statistical and fiscal reports from data entered in ISAWS.
Caseload Management (CC)
Caseload management is used for several functions; scheduling interviews, meetings, vacations etc., processing caseload alerts, accessing BV, accessing data Archival, and general caseload controls such as reassignment of cases between caseloads.
NOA Generation (NG)
NG manages the generation of Novas (Notices of Action) and allows the caseworker to review sample Novas, browse through Novas previously generated through ISAWS for a particular case and reprint them, if needed. Client letters can also be generated here.
Case Data Inquiry (IN)
Case Data Inquiry allows the user to examine summary case level and individual data in an inquiry mode. Contains case and person summaries, benefit history, and eligibility status information by individual.
Personnel Regulation and Security (PS)
This subsystem is used by personnel management (System County Administrators) to register users in ISAWS, give them specific profiles, and assign them a unique worker number. It is also where work Units and Divisions are established, supervisors are assigned, and audit trails may be viewed.
Archival
This is the process by which older case information (beyond 14 months) is stored on tape. The archived information can be retrieved on-line when needed.
Reference Tables
The system contains numerous reference tables, which are used in the eligibility determination. Most of these reference tables are not visible to the on-line user.
Mass Changes (MC)
Mass Change is an automated process by which the ISAWS project runs ED/BC on all cases in the counties affected by a particular regulation change or system update. This relieves the user of the need to run ED/BC individually on each of their affected cases.
Time Study (ET)
This subsystem allows the Counties to collect data on time spent in various programs and activities.
WDTIP Reporting (WT)
This subsystem allows the workers to view and print WDTIP reports (e.g. WDTIP exception reports).
ISAWS Ad Hoc
ISAWS ad hoc allows designated users to run queries and reports of the MAPPER database for the purposes of county-specific reporting and tracking.
Client Server based WTW Application modules:
Build Case
The build case module initiates the transfer of basic case information from the ISAWS application into the WTW application and allows counties to begin work on that case.
Participant Search
The participant search module allows users to search for existing cases or new cases that are eligible to be built in WTW.
Security Administration
The security administration module allows system administrators to configure and allow appropriate application and data access to their county users.
Appraisal /Assessment
The appraisal and assessment module captures basic case management data related to WTW participants, their families, and their employability.
Plan & Activity
The plan and activity module allows users to establish WTW plans for participants and assign them to appropriate participation activities.
Supportive Services
The supportive services module allows counties to authorize and reimburse clients for necessary services such as childcare, transportation, ancillary services, or counseling.
Workload Management
The workload management module helps counties organize their cases into caseloads and assign cases to users and groups.
Case Action
The case action module captures and stores actions related to a client's program participation, such as exemptions, case closures, and good cause.
WTW Clock
The WTW Clock module tracks each participant's progress towards exhausting his or her 18/24-month time limit for WTW participation.
Alerts
The alerts module provides timely notifications to users of significant events or milestones in a client's program participation.
Provider Index
The provider index module allows counties to store and reuse provider data and assign providers to client activities or supportive services.
Reporting
The reporting module provides users access to case management, management, fiscal, and statistical reports related to the WTW program.
WTW Ad Hoc
The WTW ad hoc allows designated users to run queries and reports for a one-day-old copy of the WTW database for the purposes of county-specific reporting and tracking.
Client Correspondence
The client correspondence module generates required notices of action and forms that need to be generated for the WTW program.
Scheduling
The scheduling module allows counties to create and schedule events and assign clients to attend these events, such as classes or orientation sessions.
Client Letters
The client letters module allows counties to create custom letter templates, merge in WTW application data, and print batches of letters for identified clients.
